According to EC directives the digital switchover of the analogue TV in UHF for all member states should finished in 2012. Most of the new member states and the west Balkan states haven’t experience in implementation of DVB-T. This project will supports and coordinates the Harmonization and deployment of the Research Program and the Transition From Analogue to Digital TV broadcasting (DVB-T).
Contribution to the improvement of the life quality standards offered to users, through easier and more transparent TV and information access. Adoption of the broadcasting operators’ viewpoint - enhanced network availability and optimal network resource utilization. Terrestrial last mile networks provide end-users with a high-speed access to the multimedia content located in the edge. Two way interactive DVB-T platforms will play this role.
Transition from analogue to digital TV broadcasting arises as a opportunity for broadband networking. Taking into account the networking aspects of the digital television, DVB-T can constitute the basis of a broadband access infrastructure interconnecting existing and potential providers while commonly exploiting the same infrastructure.
This project will support efforts to resolve trans border problems with DVB-T and coordination of the transition roadmap. Real conditions for implementation of the frequency plans and for cover full allotment zones. DVB-T and efficiency of radio frequency spectrum utilization. Exchange of ideas and experience for implementation of the DVB-T and development of hybrid radio communication networks.
PROJECT DESCRIPTION
Proposal Outline:
Main action lines in SUTRANDI project are:
a) Study existing problems on analogue to DVB-T transitions.
b) Propose Strategy for advertisement of DVB-T utilization:
- Comparison of the analogue and the terrestrial digital TV broadcasting.
- Specification and Equipment of show rooms.
- DVB-T demonstration.
- Data exchange demonstration.
c) Provide studies on:
- Necessary investments,
- Customer point of view,
- Reaction of the operators,
- Government policy.
- Necessary Government support.
- Existing regulatory constrains.
d) Support Research Programs for:
- Introduction of DVB-T,
- Digital switchover,
- European information environment,
- Utilization of the DVB-T broadband resources and information exchange facility,
- DVB-T and other services,
- DVB-T and “Digital Dividend”. Implementation of “Digital Dividend”.
e) Investigate and propose ways for solution trans border problems associated with Transition From Analogue to Digital TV:
- DVB-T and increased quality of service.
- DVB-T and existing analogue TV networks.
- DVB-T and GE-06 frequency plans.
- GE-06 frequency plans and real conditions in concerned states.
- Coordination of Transition roadmap.
f) Study real conditions for implementation of the GE-06 frequency plans and for cover efficiency full allotment zones:
- Necessity, possibility and methods for modification and updating the GE-06 frequency plans and allotment zones.
- Optimization the structure of the allotment zones according to special feature of mobility, interactivity and information exchange.
- MFN or SFN for information exchange and interactivity?
- DVB-T and efficiency of radio frequency spectrum utilization.
g) Discussion on interest in member states on convergence of Digital TV and the ‘Internet’.
h) Exchange of ideas and experience for implementation of the DVB-T and development of hybrid radio communication networks.
i) Planning the future research programs and projects on DVB-T as a part of the broadband infrastructure and of the Networks of the Future:
- New approach to media networking.
- New regulatory environment.

f) Assessment of the necessary investments.
g) Discussion of the necessary government supports.
h) Advertisement of DVB-T utilization.
i) Real conditions for implementation of the GE-06 frequency plans and for cover full allotment zones.
j) Necessity and possibility for modification and updating of GE-06 frequency plans and allotment zones.
