PROPOSAL AT A GLANCE

Proposal name:
Crisis Conduct, Monitoring and Management through an Interconnected and Interoperable set of Tools (COMMIT)
Subject:
The overall aim of the COMMIT project is to define and develop an open, flexible and scaleable system of systems architecture where crucial information about land surface transport Critical Infrastructures (CI) can be gathered, stored, accessed, distributed, integrated and presented in order to quickly identify malicious attacks or accidental failures, make sense of the situation, show it in a timely way, and give insight and clues for coordinating the answer with actions that can rapidly repair the situation.

The project will focus mainly in questions related with the interconnection of CI information systems, data integration and interoperability issues. It will concentrate on the definition of information and communication standards that allows the exchange of crucial information of the crisis coming from different sources: sensors, data terminals, etc, thus providing a solid framework for future developments in this area. These standards will include a language able to express the full ontology of CI security matters.

The defined architecture will be able to manage cross national or international crisis in the land transportation (later to be extended to other kind of transport) when a potential threats, security incident or failures can disrupt the infrastructure and impact on the infrastructures of other Member States.

Plans to develop an automated proof of concept demonstrator, able to show the feasibility of this approach and his added value are envisaged. Using different user-driven scenarios and examples the system shall be able to show a rich, accurate, consistent, comprehensive and up-to-date situation picture to crisis managers based on data collected from different CI sources.

The project will also provide guidelines for the whole implementation of such a system and a roadmap for further exploration of such a kind of systems based on the project results.

WP 2, 3, and 4 include research on available techniques to develop in the prototype and potential research areas where current shortcomings recommend to find novel approaches.

As mentioned before final aim is to develop a prototype that, having shown their merits will allow a full scale development in a future integration project.

PARTNER PROFILE SOUGHT

Required skills and Expertise:

The COMMIT project is seeking security and ICTT experts in the area of Surface Transportation Critical-Infrastructures that can provide knowledge on all the matters related with its security.

The project involves many research areas such as interoperation of different and heterogeneous networks; different levels security depending on the user role; robustness and resilience; situation awareness through the gathering of different kinds of security information; fusion of data to extract meaningful information; methods to validate information using different techniques; data representation based on geographic information systems and other visualization tools; and potential tools to aid decision support for quick recovery, including resources management.

Description of work to be carried out by the partner(s) sought:

Research institutions will be in charge of developing novel approaches to collect, fuse, disseminate and present information regarding security matters of Critical Infrastructures.

Software development Companies will address the development of a demonstrator to show system functionalities. It will include detailed design, code, testing and integration.

End users will participate in the system operational concept definition and the establishment of system requirements providing advice and consultancy. They will be also involved in the phase of test and validation providing evaluation of system functionalities and general usefulness of the planned system.
