INCAS (INtegrable Competence management Agent-based System)

The present project aims at realizing a prototype of ICT architecture to:

• analyze and manage the competencies of the human resources
• manage the training activities

easily integrable with IT management tools in use by a company (KMS, LMS, HRMS, DMS, ERP…) each tool independently hosting in different format all the facets of the corporate knowledge.

The system should have the following characteristics:
- ALL the IT management tools already in use by the company will be seen as a UNIQUE knowledge base shared within the organization.
- The proposed content organization should enable to create relations between heterogeneous Objects managed by the IT management tools to give the user the possibility to reinforce his/her knowledge by integrating information coming from different systems.
- Intelligent agents will be used (on ontological basis) to guarantee maintenance and continuous updating of the user related information : a dynamic user Model based on the state of knowledge / competences of each user managed by a central entity getting inputs by all the IT management tools
- Intelligent agents will be used (through a semantic approach) to classify and retrieve knowledge stored in form of documentation and training material (Learning Objects) will provide just in time the requesting user with only relevant information, filtered against the user’s Model. Users will use e-learning on demand, opportunely timed by the user himself without creating discontinuities in the professional processes.
- Periodic assessment of the competences of each user as Self assessment and 360° assessment (asking opinions of colleagues: peers and bosses). Through a Skill Gap Analysis System (SGAS)

Universities and / or private Research centers carrying out analysis and research on cognitive, pedagogical, organizational aspects and able to understand the impact of complex IT systems on learners in real working situations

Universities and / or private Research centers carrying out analysis and research on user modeling in organizations, competence / job profile definition, assessment and management. Knowledge of de jure / de facto standards about competence certification very welcome

The partner should be able to
- analyze the functional specifications of the system to understand in advance the applicability and foresee the impact on the targeted organizations.
- Help organizing the pilot test of the integrated system
- Evaluate the outcomes of the pilot test of the integrated system

The partner should
- give support to the target user in defining their competences and job profiles
- give support to the IT partners to implement effective strategies for implementing IT applications for the definition of job profiles and the most suitable competency assessment / management mechanisms

The partner should
- give support to the definition of requisites, job profiles
- pilot test “on the field” the integrated system
