PROPOSAL AT A GLANCE

Proposal name:
Customized social services using semantic technology(WEBCSS)
Subject:

Collecting sociala benefits is a time consuming and complex process for needy citizens. The current system requiers citizens to vizit several offices in and outside the towns in which they reside to receive these benefits. To improve the social benefits collecting process, our project will help case officers to automatically  compose Web services based on citizens requests specified in an abstract mode and  willcustomized the answers in accord with their profiles 


PROJECT DESCRIPTION

Proposal Outline:

The project aims at enabling cross border cooperation between national, regional and local agencies in order to serve citizens  who have  issues asociated  with aging and disability.

The project will integrate geographically autonoumus and heterogenous Web services provided by many gouvernmental agencies  using a single interface  implemented by a comompressive middleware. Using  this framework, needy citizens would transparently discover and access Web services  according to their profile  which includes attributes as age, disability level, address.

The Web services will be clustered in a  network  of communities based on semanic attributes. Case officers will define their requests using ontology terms, WEBCSS will generate customized orchestrations  based on user profile, that solve these requests. Customized orchestrations of Web Services will consider e-government law and regulations. The software portal will customise also the end-user interface according to user profile.

 Innovation-related activities of the project

1) Reduced semantics-based composition of  e-government services will be improved by algorithms for semantics composition of services.

2) Reduced customization at citizen level  will be improved by algorithms enabling generation of different answers to the same request issued by different citizens , depending on their dissimilar profiles. Customization at this level aims at returning Web services that are compliant with individual profiles.

3) Reduced customization at service level will be improved by algorithms enabling automatic generation of dependencies between services based on laws  and regulations defined by governments.

4) Reduced customization at interface level  will be improved by algorithms aiming at designing user interfaces in accordance with citizen's cognitive conditions.

5) Reduced automation of the request resolution will be improved by automatically generating orchestrations of Web services registered with suitable communities.


6) Reduced organization of Web service provided by government agencies will be improved by using networks of communities that cluster Web services in accordance with their semantic attributes.

-  The IT companies will develop tools for composing , execution and monitoring Web services
