Partner Search Procedure

The main functionality offered to all registered members to the Ideal-ist web portal is the possibility to create, submit and publish Partner Search Forms, both for regular ICT Calls and own Competitive Calls.

The user needs to register first in the log in box selecting “New Proposer?” Once registered, the user simply has to log in with his own login and password, click on ‘New Partner Search’ on the Control Panel and complete the following procedure for issuing a Partner Search form in close contact with his own National Ideal-ist Representative. The log in and password of a proposer will remain as such for ever: for any future Partner Searches or Competitive Calls the proposer simply needs to log in.

Partner Search Procedure

The revised quality checked process for Partner Search publication has several phases as follows:

  1. The Ideal-ist partner for the country of the initiator of the partner search will perform an initial screening to ensure that the search is bone fide and appears to fit correctly into the chosen call.
  2. If the PS originates from a country without an Ideal-ist representative, then WP4 leader will act in this role.
  3. An important point to check is that each PS should be open for partners from every participating country (unless otherwise specified in the call details).
  4. The contents and aims of the submitted form will likely comply with the Objective and Subjective Criteria specified below to ensure a minimum of quality on every published partner search. The National Representative, in cooperation with the Ideal-ist Quality Team, will ensure this happens before publishing any partner search form.
  5. The Quality Team will assess subjectively the likelihood of this partner search being a retained proposal. Again, this will be done using the criteria supplied below.
  6. If at least two members of the Quality team agree there is a clear Objective Reason for rejection of the search, the Quality Manager will via the discussion forum summarise for the Ideal-ist partner responsible for the search, pointing out the problem and inviting him to have the search recast or withdrawn.
  7. If at least two members of the Quality Team agree there is a good Subjective Reason for rejecting the search, the Quality Manager will request backup information from the relevant Ideal-ist partner such as prior communication from the Commission Point of Contact that it is in scope.
  8. If no such backup is available, the Quality Manager will inform the Ideal-ist partner responsible for the search by means of the discussion forum provided in the PS Form, pointing out the problem and inviting him to have the search recast or withdrawn.
  9. The target is to react within two further working days i. e. three from initiation.
  10. If the Quality Team agrees with the Ideal-ist partner that a PS should be published, it will be assigned a Quality Label.
  11. If the partner search form is modified before publishing it, the Quality Label will be removed until and unless it is reapplied by the Quality Team.
  12. If, once published, a Ideal-ist partner has to amend a published PS acting on behalf of the Proposer, the following happens:
    • The Ideal-ist partner un-publishes the PS, the PS is not visible on the web portal anymore
    • A message is sent to both, the Ideal-ist partner and the Quality Team, that a published PS has been unpublished.
    • The Ideal-ist partner, or the proposer, edits the PS and the Quality Label will disappear.
    • Once all amendments have been saved, the Ideal-ist partner informs the Quality Team that all amendment have been completed requesting the intervention of the Quality Team who can now proceed and insert the Quality Label again.
    • When the Quality Label has been granted, the Ideal-ist partner has two options: to re-publish the partner search form or to re-publish it and, at the same time, re-distribute it thorough the Ideal-ist network so everybody can be aware of the changes.
  13. Once a partner search form is published and publicly available, every interested organization – not necessarily a registered member to the Ideal-ist web site – will be able to contact the proposer using the Reply button on the published form. This will open a Standard Reply Form to be completed with basic information that will serve the proposer in his task to choose the appropriate partner.
